OLG, Ontario Lottery and Gaming Corporation

OLG is the Ontario Lottery and Gaming Corporation, a Crown corporation owned by the Government of Ontario, Canada. It was created in April 2000 when the Ontario Lottery Corporation (OLC) was merged with the Ontario Casino Corporation (OCC), established in 1994³. OLG is responsible for the province's lotteries, charity and Aboriginal casinos, commercial casinos, and slot machines at horse-racing tracks³.

OLG generated $2.5 billion in net profit to the province in fiscal 2019–20[^10^], which was the province's largest source of non-tax revenue. OLG's revenue comes from various sources, such as lottery products, digital gaming, land-based gaming (casinos and charitable gaming centres), and other non-tax revenues (such as fees and commissions). In fiscal 2019–20, OLG's revenue breakdown was as follows[^10^]:

- Lottery products: $1.6 billion (38%)

- Digital gaming: $139 million (3%)

- Land-based gaming: $2.4 billion (57%)

- Other non-tax revenues: $86 million (2%)

OLG's total net worth as of March 31, 2020 was $1.9 billion[^10^], which represents the difference between its total assets ($5.8 billion) and total liabilities ($3.9 billion). OLG's total assets include cash and cash equivalents ($1.7 billion), trade and other receivables ($1.2 billion), property and equipment ($1.6 billion), intangible assets ($0.8 billion), and other assets ($0.5 billion). OLG's total liabilities include trade and other payables ($1.4 billion), deferred revenue ($0.7 billion), long-term debt ($1.2 billion), provisions ($0.4 billion), and other liabilities ($0.2 billion).

OLG owns and manages casinos across the province, most of which have private operators such as Great Canadian Entertainment and Gateway Casinos³. OLG also owns lottery terminals that are operated by retailers across the province³. OLG does not own any horse-racing tracks or charitable gaming centres but provides funding and oversight for these sectors.

OLG has completed several projects in recent years to modernize its operations and enhance its products and services. Some examples of these projects are:

- Launching PlayOLG.ca in January 2015 as the province's only legal online gambling site that offers lottery games, casino games, sports betting and peer-to-peer poker.

- Expanding its digital gaming portfolio with new products such as Proline+, an online sports betting platform that launched in August 2021.

- Implementing a new lottery terminal system in October 2017 that improved customer service, security and efficiency.

- Opening new casinos or redeveloping existing ones in various locations such as Pickering, Peterborough, Chatham-Kent and Sarnia.

- Introducing new lottery games or enhancing existing ones such as Lotto Max (which increased its jackpot cap to $70 million in May 2019) , Daily Grand (which added a second weekly draw in June 2020) , Lightning Lotto (which launched in December 2019 as an instant win game) , and Plinko (which launched in February 2020 as a scratch ticket game with a chance to win up to $500,000 at a Plinko event) .

OLG does not disclose its daily income but it reports its quarterly results on its website. According to its latest quarterly report for April-June 2021, OLG generated $1.1 billion in revenue and $483 million in net profit to the province. This represents an increase of 111% and 140% respectively from the same period in 2020, when OLG was severely affected by the COVID-19 pandemic.

OLG does not report its income by province but it does report its payments to various stakeholders across the province, such as host municipalities, First Nations, the horse racing industry, and charitable organizations. In fiscal 2019–20, OLG made the following payments[^10^]:

- $135 million to 26 host municipalities that have casinos or slots facilities in their communities

- $147 million to 132 First Nations in Ontario through the Ontario First Nations Limited Partnership

- $115 million to support the horse racing industry in Ontario

- $43 million to over 2,200 charitable organizations through charitable gaming centres

OLG does not disclose the number of projects it has but it does provide updates on its modernization initiatives on its website. Some of the current or upcoming projects are:

- Opening a new casino in North Bay in fall 2021

- Opening a new casino in Sudbury in early 2022

- Expanding the casino in London with a hotel and entertainment complex

- Redeveloping the casino in Niagara Falls with a new hotel tower and amenities

- Redeveloping the casino in Ottawa with a hotel and entertainment complex

OLG employs over 8,000 individuals throughout Ontario, including 1,400 in Sault Ste. Marie and the GTA offices³. OLG also supports thousands of jobs indirectly through its private sector partners and suppliers.
